Unique IDs to track house tax payments in Gurgaon

Soon property owners in the city will get a unique ID and password each to keep track of property tax paid by them. The scheme, conceptualized by the MCG, will also help the corporation keep tabs on the amount of property tax generated, officials said.

Last month, during a routine exercise, authorities found that around Rs 70 crore of property tax collected was unaccounted for. Officials suspect that some zonal taxation officers did not maintain proper records, which in turn led to problems in finding out who paid the tax. While an internal probe is on to nail the culprit, officials said the creation of usernames and passwords for the tax payers would avert such anomalies in the future.

“We are ready to roll out this facility in a few days. While the username of the owner will be the unique property ID, the password can be changed later. We are also planning to make a payment gateway so that the owners can pay the tax through the MCG website itself,” said an official.

According to sources, the property tax collected since 2012 – ever since the state government announced a self assessment policy – has not been logged properly and they claim that around Rs 70 crore seems to have been swindled.

“Ever since the self assessment policy was introduced in 2012, the owners were supposed to calculate the property tax themselves and submit it. However the zonal taxation officials were supposed to maintain two reports – evaluation and variation. This was to be done so that in case the owner does not calculate the tax properly and pay less amount then the difference sum along with the penalty should be charged from the owner,” said a source.

“During the ongoing internal probe it has been found that some officials have been collecting whatever the owner has been paying without crossing checking if the amount is correct or not. In fact there have also been allegations that some officials have been waiving off the tax in many cases,” the source said.
