Saraswati Kunj plot owners in Gurgaon seek NOC, civic amenities

For the first time, Saraswati Kunj plot owners without registration, along other residents of the society, met on August 17 to discuss issues such as acquiring no objection certificate (NOC) for building houses, basic civic amenities such as drinking water, power and drainage infrastructure in the area.

The RWA and over 70 registered residents of the society on Golf Course Road, one of the city’s largest, said they plan to file a second contempt of court case if the board of administration appointed by the authorities, fails to resolve all issues within 30 days, following an earlier direction by the Punjab and Haryana high court that was not followed up.

The trouble began eight years ago when around 30 plots in the society were allegedly registered in the names of two applicants each. It came to light when some buyers had their plot registrations blocked after owners applied for NOCs to build their houses. Subsequently, registration of all plots was blocked as the case is sub-judice. “We’re trying to come up with concrete plans to help residents as well as distressed plot owners. We want the latter to join our association as well,” said Vinod Chibber, an RWA member. Chibber said civic conditions in the area are worse than a village. “Roads are in a bad shape. There are no street lights. Water and power thefts are big issues, due to encroachment by slum dwellers,” he said.

Another resident, Manish Katiyal, said, “In April 2013, the Punjab and Haryana HC directed the Gurgaon commissioner and the board of administration to resolve issues in 90 days, but no satisfactory action was taken.” Chibber added that the RWA is planning to file another contempt of court if no action is taken by the board of administration in another 30 days.

“We had bought a 507-sq yd-plot in Saraswati Kunj in 2003, but we are unable build our dream home on it as we haven’t got the NOC,” Kamal Gandhi, plot owner.

“My father bought a plot four years ago, but we didn’t know we’d have to struggle so much to be allowed to build a house on it,” Ankur, plot owner’s son.
