RS clears Bill on illegal colonies

For an hour on the last day of winter session, Rajya Sabha kept aside the acrimony of the past one week and got together to unanimously pass the National Capital of Delhi Laws (Special Provisions) Second Amendment Bill 2014 that will pave way for regularization of more than 1,200 unauthorized colonies and protect all slums.

Immediately, these habitations will be saved from demolition for the next three years beyond January 1 next year and in the intervening period government will officially regularize them. This will come as a relief to over 80 lakh inhabitants of these colonies and their names will be part of government records.

Replying to a short debate, urban development minister M Venkaiah Naidu said regularization will happen any day. He also said government was in the final stage of preparing a National Housing Plan, under which topmost priority will be given to slum rehabilitation programme. Prime Minister Narendra Modi, whose presence was demanded by the opposition in the morning, was present when the bill was passed. Initiating the discussion on the bill, leader of opposition Ghulam Nabi Azad said his party will fully support the government. CPM's Sitaram Yechury said opposition parties agreed to get the bill passed on the principle of humanity.
