Noida Authority to bring Abadi land under it

It’s official. Noida Authority will amend its building bylaws to include abadi land falling in villages from December 01, 2014.

Officials said on October 30 that all formalities will be completed by October-end, and once finalized, the bylaws will define the permissible ground coverage, percentage of commercial activity, parking spaces, height of boundary wall, fire safety norms and number of floors. These will be decided based on plot size and on Noida’s prevailing norms.

The move follows recent reports about large-scale illegal occupation on such land, besides a government order earlier in October that restricted all district panchayats from clearing any building layout plans.

“Recently, rampant unauthorized construction being carried out on village abadi areas was brought to our notice. Not only has the construction overshot the permissible limit, but a number of floors have also been illegally built,” said Manoj Rai, OSD, Noida Authority.

In some villages, he said, 14-storey buildings were also constructed without the Authority’s permission.

“After the area is developed, these plots of land are sold at premium rates, which hampers the progress of developmental work. Pressures build up on existing sewer lines and difficulties are faced in laying water and sewer networks in the city,” Rai added.

However, farmers of over 80 villages across Noida are gearing up to oppose the move. “We won’t allow Noida Authority to implement the bylaws. We will hold a mahapanchayat on Sunday in Bhuda village to chalk out our move against the implementation of the bylaws,” said Joginder Awana, head of Noida Vikas Manch, a social organization.

He asked: “It has been 38 years since Noida was notified, but the district panchayats have been giving permission for the construction in the abadi area. Why is it that the Authority has now woken up to this?”
