Noida Authority eyes abadi land, to change bylaws

The Noida Authority is working on revision of its building bylaws to bring abadi land in villages under its purview. While the Greater Noida Authority oversees all constructions carried out in villages, the jurisdiction of municipal authorities and the urban development department does not apply to abadi land.

The move follows recent reports about large-scale illegal occupation in abadi land in spite of directions from the Uttar Pradesh government. Recently, rampant unauthorized construction carried out on village abadi areas was brought to notice of authorities.

Officials said not only has construction overshot the permissible limit, but also a number of floors have been illegally built. In some villages, 14-storey buildings were constructed without the authorities’ permission. These plots are then sold at premium rates.

“Such illegal occupation hampers developmental work. Pressures build up on existing sewer lines and difficulties are faced in laying water and sewer networks in the city,” said Manoj Rai, officer on special duty, Noida Authority.

According to officials, there are about 80 villages in Noida. Most of them have an urban extension. The abadi area of a village is an area demarcated for habitation and meant only for non-agricultural purposes. The abadi land is exempt from building bylaws and construction norms laid out by the Authority. Also there is no need to apply for building sanction plans to approve construction in this area.

All this, however, is about to change. “We have been working on formulating building bylaws for village areas which will be finalized by next week. They will be notified by the state government before being implemented,” Rai said. In the meantime, the district panchayat has been directed not to clear any building plans for abadi areas.
