NDA govt in a mood to regularize unauthorized colonies

With barely two months left for the assembly elections, the NDA government seems to be taking all possible steps to woo voters. Both the urban development ministry and the Delhi administration have taken an in-principle decision to regularize unauthorized colonies, which has been a long standing demand of residents, TOI has learnt.

This was one of the main issues that was discussed at length at a meeting chaired by urban development minister M Venkaiah Naidu and attended by Lt Governor Najeeb Jung besides top officials from Delhi administration on Monday evening. Sources said that the minister has directed all the agencies concerned to work out modalities for regularization keeping in view provisions of relevant laws.

“The action plan will be prepared to enable planned urban development and civic amenities in such colonies,” a ministry spokesperson said.

The 35-point agenda included resolving the water supply problem in Dwarka. Delhi Development Authority (DDA) has been directed to make an advance payment of Rs 50 cr immediately to Delhi Jal Board (DJB) besides providing an inventory of assets after which DJB will take over water supply and sewerage in the locality.

On the issue of notification of 351 roads to allow mixed and commercial land use it was decided that Delhi high court will be approached to advance hearing in the matter of vacating the court’s earlier order restraining any such notification.

The spokesperson said that the urban development ministry will also examine the requests of different municipal bodies for extension of Delhi Special Provisions Act beyond December, 2014. Naidu has also directed his ministry to speedily process proposals received from Delhi government for funds under Swachh Bharat Mission so that municipal bodies get enough fund for sanitation works.

On the issue of provision to have more landfill sites, the DDA has informed that nine sites have already been made available to municipal bodies and six more are to be provided soon.

Sources said that the agencies concerned have also committed to complete building of foot over bridges (FOBs) at different locations with lift facilities, in a time-bound manner. While FOB at Kalu Sarai will be constructed within three months, the one at Jhandewalan temple complex will be provided soon and similar facilities will be provided at the accident prone Rohtak Road

The ministry has also directed the municipal bodies to dispose off individual cases relating to de-sealing of properties within three weeks.

The about three dozen issues that were taken up included cleanliness campaign, ensuring attendance of safai karmis, field inspections by municipal commissioners, online linked biometric attendance marking and monitoring of movement of garbage collection vehicles.
