How DDA\'s landpooling policy can benefit Delhi

A total 20,000 hectare is expected to be available if Delhi Development Authority’s (DDA) Land Pooling Policy for Master Plan Delhi 2021 sees the light of day. Out of this 20,000 hectare, 50 per cent will be developed by DDA and the rest will be given to ‘Developer Entity’ to construct residential projects.

In a recent seminar, Udit Raj, MP, Lok Sabha, praised the policy saying, “With such a land pooling policy, farmers can be made stakeholders. The policy will not only open up a lot of land in Delhi but will also help in providing a clean and protective environment. We can set our town right.”

Currently, there is more of private owned land in the city. “With this policy, the acute shortage of land in Delhi will be solved. It will help in making the capital a world class city,” says Alka Arya, deputy director planning, Land Pooling Cell, DDA.

Though the move seems to be positive, there are many miles to be covered. Notified on 5th September 2013, it is still not clear when this policy be implemented. “A lot has to be made clear and several aspects still need to be considered by the authority,” says Ramesh Menon, director, Certes.

Hardeep Lamba, associate director, Land Services at Jones Lang LaSalle says, “Currently, it seems more of an “ambitious plan”. DDA’s last years policies are not yet clear and there is also no clarity about the approvals. Though the plan seems to be a positive step, it will take atleast 5-6 years or more to have an impact on the city.”

“If the infrastructure development does not take place in a time bound manner, the policy might fail,” says Saurav Kumar, partner, Amarchand Mangaldas. A similar situation exists in areas where DDA has recently allotted houses. “The Rohini sectors where the DDA flats are available are very far from the city and residential areas and there is no infrastructure available, so how can a person live there,” says Rohit, Gakhar of SV Estate, a broker firm.

Delhi is not the first city where the Land Pooling Policy will be implemented. Such a policy already exists in Gujarat, Chattisgarh, Punjab, Maharashtra and Andhra Pradesh. The policy failed in Maharashtra because of the delay by the authority in developing infrastructure, while it flourishes in Gujarat.

While drafting regulations, DDA considered all the existing models, now the same must be used during its implementation, if the authority wants it to be a ‘successful model’.
